DELHI: The National Program Nipun Bharat has been launched to enhance the understanding of subjects like Mathematics in young children . The initiative aims to ensure that every child in the country acquires the basic literacy and number counting skills required by the end of Grade 3 by 2026-27.
Union Education Minister Shri Ramesh Pokhriyal during the launch said that Nipun Bharat aims at meeting the learning needs of children in the age group of 3 to 9 years. Teachers need to focus on the literacy and numeracy skills of every child for basic language development to help them develop into better readers and writers.
Thus Nipun Bharat envisages making the learning experience holistic, integrated, inclusive, enjoyable and engaging at the basic stage itself. Pokhriyal said that keeping this in mind the department has developed a comprehensive guideline under Nipun Bharat. Intensive consultations have been conducted in series with partners, experts to make it flexible and collaborative.

Nipun Bharat covers key technical aspects of basic literacy and numeracy as well as administrative aspects to effectively implement implementation arrangements at national, state, district, block and school levels. 2688.18 crore has already been sanctioned under the Samagra Shiksha Yojana to the States and Union Territories for implementing various measures for the Foundational Stage in 2021-22.
Its unique feature is that mission goals are set in the form of target lists or targets for basic literacy and numeracy skills. The overall objective is to achieve the desired learning outcomes by the end of Grade 3, Target has been developed from Bal Vatika to Grade 3, to create more awareness amongst the parents, community, volunteers etc. The goals are based on learning outcomes developed by NCERT and international research and ORF studies. For example, a child should be able to read unfamiliar text material for his age with complete understanding and clarity of 45 to 60 words per minute and at least 60 words correctly by the end of grades II and III respectively . The success of Nipun Bharat will mainly depend on the teachers. Therefore, special emphasis will be given on capacity building of teachers. A special package for basic literacy and numeracy skills is being prepared by NCERT under NISHTHA and around 25 lakh teachers teaching in pre-primary to primary grades will be trained this year on FLN.
